It looks to be the scabbard from a British govt service (but not military) sword from the early/mid C19.
The mark will sgnify viewing and acceptance by a Govt inspector.

If you're lucky the hilt could be bidriware, I'm not so sure about the scabbard because most bidri I've seen has been on a relatively plain surface.

Cheap and cheerful - try rubbing some black boot polish into the scratch and then buffing.
The scratch will still be there, but you'll hardly notice it.
