Very interesting. My humble opinion it is a Persian dagger 19thc. Scabbard is very strange. It is Ottoman but not quite. Silver and niello is fine and maybe someone can translate the words to help. Nice find anyway.

Origin Khorasan (Persian-Turkoman).
On scabbard two inscriptions. May be a name of the owner and the master ?
Persian language???
Who can read?
I dont no damascus or wootz.
