Nice find!
It looks like a great sword to fight with.
Why Negros? My hunch is Luzon.
It's a pity that several of the Filipino blade specialists aren't around on this list anymore.

The only reason that I guessed Negros was that another piece I have, with a similar blade shape, was attributed to Negros by other forum members. But I really have no clue.

Negros also fought in the PI-American War and I would guess that this piece might have belonged to an officer from Negros.
