Dave, I guess this words (ra mudgengke) came from words (ora mudeng) it means not clear and confused in Javanese languages, but ra mudgengke it could be also the Central Javanese languages for young people (slang) for something which is not in the mood for their group or Gangster.
I try to help you but if it is wrong than I appologise for it.
The guy might have another meaning for it.
