I've seen a lot of similar folding bowie knives. The tail piece that guards the blade tip swings up to lock the blade in place. Definitely British/Indian or American designs ...

here's a couple Joseph Rogers, sheffield no. 6 ones I found with a quick google. and an Indian copy (with the brass tail/blade guard piece) looks more like yours...I like the solid crossguard as opposed to the swinging UK one.
