This is, I think, another Oriental woodworking tool as noted.

Quick google of wood turning chisel found many images such as attached
Tool head does not look like something I recognise, but tools are often altered for specific jobs

This absolutely is a Japanese drill. These big ones were often operated with a bow or a rope.
