I have a large tulwar with the exact same feature and I have seen it on other tulwars, as well as Turkish kilij. I think it was not that unusual in the 17th/18th century.

It is indeed a French Model 1855 infantry...

It is indeed a French Model 1855 infantry officer's sword. The grip would not have been covered with fish skin - this is how it would always have been - and it is probably horn rather than bakerlite....
