Do you think this is a Bugis keris which I did not think so after discussion with someone BUT what other culture that this keris can it from especially judging from the circled part.

That all depends what you mean by "Bugis keris". This certainly looks like a keris that has been deeply influenced by Bugis style keris. It also looks like a rather recently created blade. Bugis influences can be found all over the Indonesian archipelago. I am curious how the person who convinced you it was not Bugis identified it.

The pamor here is striking; somewhat like [not exactly like] a spinal column/ vertebrae and ribs, at least to my eye.
