			Yes, that is what it is.  This particular one is of a style that was made well into the 20th cent., and perhaps even now.   When I traveled in China (including Xinjiang and Inner Mongolia) in the early 1980s, virtually identical ones were sold in marketplaces and bazaars along with saddlery, traditional boots, and other forms of cutlery, all of which were still in use.
