unfortunatly the quality of pictures cancel the translation possibilities, nevertheless

- the date should be 1230 or 1235 Hegira either 1814 or 1819 Gregorian

- the tughra, possible to read "Ahmed"

- the "cartouche" it's hopeless, and maybe in Turkish language

Sadly, erased parts made it impossible to read the script. It is Turkish, I can guess the first word is "bu" (this), but the rest is ????
