Colin,
I believe that the hilt of the top dagger is unmistakebly Ottoman, and is typically found on daggers that are described as being worn in the Ottoman court.
I am attaching a scan from Astvatsaturian's excellent book on Turkish arms, where the description is disappointingly unspecific - "Daggers with Straight Blades and a White Bone Hilts".
Your dagger has cleaner lines and its hilt and scabbard do not have an elaborate docarion with corals, but in a way this makes it even more attractive. I believe I have seen others with a curved blade.
