According to the author of 'Dodelijk Mooi' (Deadly beauty) this type of arrow orignates in the territory of the Southwestern Mongo, including tribes like : Ntomba, Yaelima, Konda, Kundu.
I didn't find any reference to Lele. According to the above mentioned book, these arrows sometimes have small sheaths. Here's a scan of the arrows in the book.
