Based on the pics, I'd have to agree with the other folks on this one; an early tool axe in the style of the earlier pole/hammer axes. This one is an early casting. Note the curved blade edge and lack of manufacturer stamp. Still, a nice early (mid-19th ?) axe that could have been used on the frontier.
