It reads,

Work of Rajab 12?8 Year
Owner Harsin Ibn Aslan Bek

The third digit does not appear to be a 2. It is likelier a reversed 6, giving a date of 1268 (1851/52,) which is more consistent with the form and decoration than an early 19th century date. Just above the inscription is a family mark or tamga.
