Hello Russel and thank you for the new photos. To me the sheath looks like it could be from Bicol, but with the short tang and the chisel edged blade the overall look of knife kind of reminds me of a Ilonggo kutsilyo from the Western Visayas region. I'm sure that someone more familiar with these than I am will be able to give you a better idea of where this was made.
