this is definitely Bhutanese. I have one that looks like it was made by the same hand, will get some pix.

Bought one today that is the absolute image of this one, except mine has an openwork pommel cap over red leather or other material. I will post pictures when I have some done. I thought mine was Tibetan when I bought it, but Bhutanese is good . I think mine has had the blade shortened as well, judging by the profile, and the length when matched to the sheath. Total length in scabbard 12 and a half inches, 32 cm.
