It is a middle eastern knife probably from Syria. I have seen this handle type several times before. The material is typically some type of stone, generally of this brownish tone, with wire inlay, globular pommel and so forth. The scabbard material between the mounts gives me a more "tribal" feel. The example I have had plus the several additional pieces I have seen all seemed to be not earlier than turn of century and even up to middle of the 20th century.
