Interesting piece! Would like to see the complete collection of your Sangi!

I don't think that there is a special purpose for the protrusion.

This was a gift. I understand it is T'boli and this utility form is called a kebahu. However, with all the stylistic overlap among Lumad groups, particularly for utility items, I imagine this could easily be Bagobo.
