Default Kindjal cartouche translation

Hello,

Would you be able please to help me translate the text in the cartouche on this kindjal and establish its origin if possible.
It seems to be dated 1910 but I cannot read the words seemingly written in Latin alphabet and the rest.

Hi, it is in Greek, it states "Kydonie" and "Aivali" The Greek and Turkish name of a then mainly Greek city in Asia Minor (today in modern Turkey "Ayvalik") September 16th 1910.

Thanks for your help, I really appreciate it.

Any idea why the number 1327 (1909) in Arabic does not match 1910?
Could the date have any relation to persecution against the Greek population of Aivali which presumably commenced in 1910?
There is also a word in Arabic in the middle section of cartouche. Could someone translate it as well?
