Default Shot or powder measure of some sort, any ideas

Hi All
I was offered the below item.
I taught it was initially for measuring shot or powder but now I am unsure as I can see no way to use it.
I should have it at the weekend but any info welcome.
maybe there is open at the opposing end so of the knurled brass end and it is like an open topped syringe where you pour the powder/shot, looks to be of a v large measuring volume if so, maybe a punt gun measuring dispenser??

Hi Ken,
Never seen anything quite like this but would offer the following comments. The fact that it is measured one side in Drams it would definitely have something to do with measuring black powder. The other side showing Pounds would suggest measuring shot, but 1lb of shot is a big lot, and could be as you suggest for use with a Punt Gun.
Hope to see a conclusive ID here at some stage.

How many sides does it have; only two flat ? Four measure gauges may be seen; punt, ounces, pounds and drams. They must all have equivalences to each other.
