Default Head hunter ax with carving of heads on handle

Hi may i ask if why there is a head carving on this head hunter ax. Thank you

THE HEADS ARE NON TRADITIONAL DECORATION DONE TO APPEAL TO TOURISTS WHO KNOW LITTLE OF THE PHILIPPINE WEAPONS AND CULTURE. THIS OBJECT APPEARS TO BE A GOOD EXAMPLE OF ARTIFICIALLY AGEING FROM THE GOO COOKED ON TO THE WOOD SHAFT TO THE ACID TREATED METAL. PROBABLY NOT MADE BY PHILIPPINES OR IN THE PHILIPPINES. A GOOD EXAMPLE OF WHAT TO AVOID IN MY OPINION.
