Nice Job on the restoration!

You actually do have the maker's name inscribed next to the date:
عمل مصطفی- work of Mustafa

As for the owner's name, I don't see Musa to be honest, I would perhaps suggest:
صاحب اغا مومن - the owner Aga Mümin

My Arabic is very limited, hence the Musa - Mümin mishap in trying to read it..

Ha, we're in the same boat in that regard, but I am always happy to give it a shot. The handwriting on this kind of yataghan is often quite a challenge.
