It could actually be a fan, a one for lightening a fire. When I got married traditionally at Halmahera, similar fans were presented as bridal gifts as well as tongues from decorated bamboo, which were traditionally used to fetch a glowing piece of charcoal from the neighbour.
This could be a similar piece from a rual area of the Philippines. But it's just a guess.
