Mongols of 13th century had no wootz ( bulat)

Nobody, EVER made barrels of firearms from wootz.

Anosov's bulat process did not depend on quenching. He did not increase hardness of bulat: all "bulats" ( wootz) have Rockwell C hardness in the range between 20 and 35.
