Default Unknown Item from Junk shop

I don't know what it is called or where it is from but was hoping you gentlemen could help. I thought first African, but then thought maybe Island, I just do not know. Any help would be greatly appretiated. Handle measures approx. 5 3/4 inches or 14.7 mm, 1 3/16 in dia.or 30 mm. Hair is coarse more like horse or something.

Just guessing, but it looks like a fly whisk and African to me. I'm sure someone will be able to tell you much more on this than I can.

HI IT LOOKS LIKE its from the LUBA TRIBE with a IVORY HANDLE
The Luba people, or Baluba, are one of the Bantu peoples of Central Africa, and the largest ethnic group in the Democratic Republic of the Congo. They are indigenous to the Katanga, Kasai, and Maniema regions which were historic provinces of present-day Democratic Republic of the Congo.
