Just guessing, but it looks like a fly whisk and African to me. I'm sure someone will be able to tell you much more on this than I can.

HI IT LOOKS LIKE its from the LUBA TRIBE with a IVORY HANDLE
The Luba people, or Baluba, are one of the Bantu peoples of Central Africa, and the largest ethnic group in the Democratic Republic of the Congo. They are indigenous to the Katanga, Kasai, and Maniema regions which were historic provinces of present-day Democratic Republic of the Congo. |
