Yes, a mix of Mamluk mace, Mughal zaghnal, Qajar axe and European war-hammer... Strange... The decoration is likely Indo-persian.

Decoration is "Baroque" with S and C motifs. But looks similar to Western Asian "rumi" decoration patterns from a distance.

I know nothing about the axe but Victoria reigned from 1837 to 1901.
