Taking a guess here, I would start in the vicinity of Afghanistan. In the last 10 years, I have visited with a few folks that had toured there and they came back with quite a few edged weapons and often times, they seemed composite pieces like this one. Probably an older blade and cross guard that have been fitted with this handle and scabbard.
