Afghan Kamar Accessory What is It?

I have had one of these belts for years and i have asked numerous
experts over time whose opinions i value, and not one has even a clue as
to what this could be. when i first got the belt i thought it was a knife in
it's scabbard. Naturally i tried to pull it out, but of course nothing happened.
I hope someone on the forum can figure it out........Dave.
