Default Sword of Albania

Yesterday I've got this sword with remarkable details on its sheeth and kyrillic inscription on the blade what I translate as "Giaggia 1821". The double eagles without a crown could be the coat of arms of Albania. Unfortunately I cannot find the meaning of the blade's signature. The hilt is of cast brass and the sheeth of copper, whereas the details are made of cast brass too. Any comments?
