Default Kamcha whipgun?

Hello
I have this "thing". I tried to find similar in the Internet, but no success.

Then I found similar from the book: A Glossary of the Construction, Decoration and Use of Arms and Armor: in All Countries and in All Times from George Cameron Stone. In the book page 668 figure 856 seems to be very similar "whip-pistol".

Is this a common in somewhere and is this Turkish at all.
Stone mention that it's oriental. Do someone know a little more specific, what part of the orient?

I cant get it cocked or unscrewed it. I can't use any rust remover because there is that fabric, so I do not know it it works or not.

I someone have some ideas about this, I would be very happy to hear them.
