Default Is this an opium cutter ?

The seller in the street market assures me this is an opium cutter. I suggested it is a bettel cutter and he says it is not the same thing; that he saw it in the internet as being a tool for cutting opium ... which i doubt.
Anyone here to tell me the seller is right ... or wrong ? In fact and based on his 'certainty' he is asking a lot of money for this antique.
Its real size is circa 1/3 of this enlarged picture

Very nice examples you show there, Detelef.
First one below an example with silver inlay that i had and let go.
The second, one that i have and would love to know what those engraved letters would mean.
