Off Topic: Does the "send email" function work?

To contact other members, does the Email function via the forum work, or should we rely on the PMs?

It should if the person you're trying to contact has selected to receive emails.

I think PMs are more reliable (for the reason Rick noted). Sometimes people don't see the notice that they have a PM, or choose to ignore it.
