The inscription in the first picture has the same formula (prayer) as one of the other yatagan inscriptions I translated. It is:

Ya Muhammed, Kıl şefa'at
Ümmetindir Osman


O Muhammed! Intercede on the day of Judgement on the behalf of Osman, who is one of your Ummah (community of believers).


The second inscription is:

Sene 1214 Amel el-hacc Mehmed Ömer, Sahib Osman Ağa

Year 1799-1800 Swordmaker Hacı Mehmed Ömer, Owner Osman Agha


Around the name of Osman Agha, there are two arrow like signs. I don't know if they mean anything other than having ornamental function.
