Can somebody please help me identify this make's mark. Apparently is on the tang of a rapier.

I do not know about the other examples you mentioned, but I suspect most blades with "Turkish ribbon" to be late 19th century or early 20th century.

It wouldn't be an exception for the most...

To me, that doesn't look like koftgari but more like true damascening.

Be very careful when polishing the blade for etching! Avoid polishing the carved areas. Do polish to 2000-3000 grit and do...

To me it looks like Persian wootz.
Why doesn't come out as in high contrast, I don't know as it can have many causes.
I found out the best etching results are on surfaces polished to 2500-3000...

Yes, Persian 19th century almost certainly wootz. It could benefit from revealing the wootz structure.

It could also be Mughal (the Moghuls were Persians).

Interesting, but rubbing a pencil while exerting some pressure is hardly possible inside the cup and under the langet.

So I am thinking of oiling it, then apply a thin blade of putty on it and get...

I have received the rapier.

As I suspected, it has a punch mark on the ricasso consistent with the Toledo marks.

Unfortunately, it is mostly covered by the langet and very difficult to observe....

It's like a big gladius. With pattern welded blade.
