Interesting Persian (?) badge, translation please

I've found that badge recently. I guess it is persian military due to the open hand above the rams head. Can anybody translate the script? thanks

The inscription reads in arabic "Al-Nasr Aw Al-Mawt", "victory or death". If persian, could this date back to the Iranian Iraqi war? Are you sure this is Persian?

No I'm not sure that it is Persian, but I'm sure that it is quite old, pre- WWII I would think.
