Priming horn - Mughal?

Hi,
I have attached some pictures of a priming horn. The metal parts are fairly recent additions. Any information regarding its provenance and period of manufacture would be most welcome. It appears to be made of jade.

Is the horn cold to the touch?

If so, it may very well be a form of jade. Does look Mughal-ish to me, but this is not my area, so I'll let others chime in,
