It is written in Turkish when they still used Arabic alphabet. what is reads can be put into 2 ways.
1207 عمل محمو صاحب داود بک توکلی علی خالق عبد
the 1207 ofcourse being all the way to the right, right now is 1432-1207=225 years ago. next word is 'Amal (made by) here is when it all becomes a bit confusing. it Could be read as Mahmou Saaheb Daawoud Bek ( Mahmou is not a name I am aware of) but Mahmoud is. so it is possible that a D got left out somewhere. The rest Tawakeli 'alaa Khaaleq e 'abd would mean Rely or Trust in creator of this slave. Then again i don't speak Turkish and using Persian and Arabic I cam to the above conclution :)

Nice Yataghan. Looks east european to me.

Translation (right to left): Amal muhamed (work of muhamed) saheb dawud bek (owner dawud bek). Far left inscription says : tawakalt ala khaliq abd (I rely on Allah/the creator)

The date is 1207 hijri which is 1792

Mohammad is a possiblity but one clear can see the letter و (waw) and it can not be mistaken with the letter د (daal).

Saaheb does mean owner, I kinda doubt that it can be read as (owner Dawoud Bek) but it is possible. Have to remember than in not Arabic countries of such as Turkey, Iran, Aghanistan... Mahmoud or Mohammad Saaheb can be a name.

Though the meaning can be the same the is no letter ت (taa) to make it Tawakalt, the word ends with the letter ی (yaa) which makes Tawakeli the proper sound.
