Is this forum closed to new members?

A lady with a sword I didn't recognize asked for help. I sent her here. She tried to sign up but could not, seemed to her that the forum was closed to new members. Pls tell me if that is true so I won't send people here. If they can sign up, can I get a link to give them to get to that page directly?

If you direct your attention to the bottom right of this page (and essentially all regular pages generated by the forums) there are some links on the green bar. Select Registration & Forums Rules. The registration process is explained there along with the rationale for many of the seemingly arcane rules on these forums.
