Default "relic" wakazashi translation

Found this "relic" condition wak. Re-hilted in the Philippines? No signiture on tang. Just a wooden tag with writing. Can anyone read?
Can you soak these like the keris in pineapple juice and use a tooth brush to get the rust off. Any advise about cleaning it up a bit? It had character and it was dirt cheap so I picked it up.
Thanks guys,
Stephen*
