Default Tulwar sword age and maker?

Hello:

I picked up what I believe is a Tulwar sword some years ago. It has several markings on the blade and I was hoping they may be a clue to its age and maker. Is anyone familiar with the markings or willing to take a guess at the age?

Are these swords worth restoring in any way? The handle is still firm to the blade, but there looks like remnants of wood or resin between the handle and the blade i.e. some seems to be missing. Could or should this be replaced?

Should anyone have an idea of the value of the sword, as is, or restored, and are willing to share that information via email, or message, per the rules of the forum, I would appreciate it.
