Yes it looks most certainly like a Kerala knife to me.
Mostly they are said to be utility knives, but the quality of this one is higher than most of these knives I have seen.

The similarity of the knife is extremely close!
help thinking patterns in silver plate would have an identification. Flower and bird patterns.

Yes the decoration can no doubt be traced to a specific place, but for the moment I am up to my neck writing an article about the katar, so I don't have time to do so.
I will however ask an Indian friend who might be able to help.
