I believe this to be a 19C Kurdish Iraqi jambiya. I'd say that the scabbard is a newer replacement, but from within the cultural context. It has a horn hilt with inset turqoises and one coral.
The blade has an odd elongated 'pore' structure - not sure if that is a result of grinding and/or cleaning, or if it's something to do with the type of steel used. Dimensions Length 37cm Blade length 20.5cm Blade width 4cm Hilt 13cm x 5cm x 3cm |

I agree that the could be Iraqi, even Kurdish. Etch the blade to see if it is wootz.
