That looks more like a sliver of horn boiled and formed to fit the scabbard.

Maybe you can post a detail picture and also of the back.

I checked with the wife, but our turtles are not for sale yet

New pictures above. Whatever it is if anyone has some I need it.

I have changed the original post to reflect that I need water buffalo horn instead of turtle shell. Hope the title changed as well.

That is definitely not Hawksbill turtle .
Would agree; most likely horn .
