The conection of the blade and hilt is not weak at all, and in my opinion is rather not ceremonial, but i`m NOT expert in katars either

look at the back site of the hilt, it is really well made
I totally agree with you that holes in hilt are for some kind of pad like in kula-zereh helmets or in firangi swords.
