From inside later for sure (the lock is working well with two positions)
You are right there is no dust cover pan on this lock
But it's not unusual, many Moroccan locks are like that.
It's not a Dutch, Spanish or Portuguese lock but a local Moroccan lock with some age (19th c.) remounted on an early 20th c. pistol.
