The style of this hilt has a Balinese influence and I also have several Balinese hilts without selut or integrated selut but with a narrow base (rounded or truncated), this one seems to have a wide and flat base which does not match with a Balinese cincin? There is no visible trace of a former metal selut covering the base which would of course identify the hilt as Balinese, may be Marco could confirm?
Best regards

Yes there is on trace of metal selut (or mendak ) at the base

If there was a selut fully covering the base or part of it, then the hilt is probably Balinese and the size is appropriate. But if it was just a mendak fitted under the base, it is a different situation...

Sorry Marco, I wrongly understood ONE trace of metal selut.... Then I also vote for East Java or Madura as Chandra.

Good point made by Jean. Although the figure and decorative is more 'appropriate' Balinese style, the execution on the base especially remind of Madura hilt. So I vote Java (Madura).
