Default Middle Eastern Dagger for comment

Just picked this up at a local Auction House. The hilt style says "Syrian" but I have not seen a straight blade on these before. Also quality is MUCH better with a very nice silver Niello scabbard, and prolific Mother of Pearl inlays on the hilt.
Can anyone tell me please:
1.Where it comes from.
2.The translation of the Arabic on the small hilt cartouche, and on the blade.
Dimensions are 12 1/2" in scabbard.
6 1/4" blade
