Question German Museum advice.

I am looking into another German museum trip. I have two options in mind. The cost is a consideration.

Frankfurt base, visit ethnographic museum, drink beer eat food. Next day train to Heidelberg ethnographic collection, back to Frankfurt eat drink fly home. Cheapest option.

Stuttgart base, visit ethnographic museum, drink beer eat food. Next day train to Heidelberg and so on.
More expensive and less flight options.

Question is; which base has the better collection? if it is possible to say one is better than the other? but some museums are better than others.
