Club, Paddle, Whatizzit???

This item is on a dealers table, at the gunshow. It is 42" long, 6" wide across the "head". Head is only about 3/4" thick. Shaft is about 1" thick. Appears to be some kind of hardwood, like ironwood. The paint is throwing me off. He wants to sell, but will not, without an ID. Club, paddle, paddle club? Culture? Help!

DEFINITELY A PADDLE CAN'T SAY FROM WHERE FOR SURE AS THERE ARE SEVERAL REGIONS WHERE SUCH PIGMENTS AND DESIGNS ARE USED.
