Hilt looks like a Naval Dirk to me.
Similar shape to the Soviet/Russian Naval dirks. What's the tip of the blade and the other side like? |

Perhaps Russian, but I'd wager it is Bulgarian. Pre-WWII.
See if you can unscrew the capstan and carefully disassemble the hilt. Perhaps there will be some writing or stamps. |
